DPW Site Visit - Satok Suspension Bridge Project

Datu Ir. Haji Zuraimi bin Haji Sabki, Director of Public Works had went to visit the Satok Suspension Bridge Project to ascertain on the present progress of the project and the Contractor’s commitment to complete the project. Mr. Chang Kueh Chin, Regional Manager of JKR Southern Regional Office as the Superintending Officer (S.O.) of the project, briefed DPW on the latest status of the project. After the lifting of Movement Control Order (M.C.O.), the works resumed with several tests being carried out as well as resolving the site utility issues.

As of September 2020, the following works has been carried out:
• Relocation of SEB & TM Utilities
• Load Test @ Kubah Ria Tower Block completed
• Installation of 700mm diameter spun pile, insertion of Universal Beams & grouting work for all 13 piling points completed
• Construction of Deadman and Anchor Block ongoing for both sides
• Dismantling of bridge steel handrails ongoing
• Road works at Matang side ongoing

Further to that, the Contractor briefed on the following works milestones for the next two months:
• To dismantle bridge deck and other accessories by 25 October 2020
• To complete Satok Anchor Block by 15 October 2020 and Matang Anchor Block by 30 October 2020
• To replace the saddles for both towers by 05 November 2020
• To complete the cable transferring works to the new Anchor Blocks by 06 November 2020
• To reinstall the bridge deck and other accessories by 20 November 2020
• To start T&C for lighting up the Steel Towers by 07 November 2020 and the Bridge Decks by 24 November 2020
• To complete the painting works for decking panels and handrails by 27 November 2020
• To complete and deliver the project by end of November 2020

The milestones are derived from the detailed work program where the sequence and stages of different works has been vetted thru together with JKR’s project management team, consultant and the specialists involved to ensure that safety has been taken into consideration while the steps and constraints have all been catered for. The Regional Manager also added that the dismantling of the bridge deck trusses which is ongoing as of today is one of the critical activities in the revised work program. Further to his explanation, the bridge itself is safe as confirmed by the recent load tests carried out on the bridge towers. However, the purpose of the dismantling is to reduce the loadings to the cables in order to increase the safety factor during the cable transferring works and saddle replacement works on top of the tower.

The Director of Public Works Department wished to thank the project team, contractor and consultant for collective efforts in ensuring works progressing smoothly and safely. He would also like to apologize to the public for the inconveniences caused due to road closure for safety reasons at Matang side as the Contractor is currently expediting their works and will also continue to carry out their works at night. As such if the road stays open, it will be dangerous to both the public and the workers. All the decisions made were in consideration of the safety aspects involved.

The Director of Public Works Department also requested the Contractor to put in more effort in order to ensure that the project can be completed by end of November 2020 so that the public can benefit from the project. At the same time, he also reminded the Contractor that safety is of paramount importance and must be prioritized even more as the Contractor is trying to expedite further to complete the project.
